It gives me pleasure to extend to you Mr. Chapa Kuroshi my sincere congratulations on your election as President of the United Nations General Assembly in its 77th session, wishing you success and payment, and we also express our appreciation for the efforts made by your predecessor, His Excellency Minister Abdullah Shahid, President of the General Assembly in its last session.
Mr president :
As we highly appreciate the slogan of the General Assembly for this session and its contents, we call for more international solidarity and joint multilateral action and activate international cooperation mechanisms to find sustainable solutions to global challenges and reduce their negative effects on the peoples of the world, especially in countries emerging from conflicts and least developed countries.
Mr president :
I am pleased to share with you the political developments in Sudan and our commitment to work towards achieving peace and strengthening the mechanisms of peaceful transition to reach a full democratic transformation through fair, fair and transparent elections at the end of the transitional period in an orientalization of civilian rule that represents all Sudanese.
In the context of that and in order to allow civilians the full opportunity for dialogue and consultation, we decided in a statement of the armed forces on 4/7/2022 AD to withdraw the military institution from dialogue and not participate in power to make room for political and revolutionary forces that believe in democratic transformation to form a government led by a civilian of independent national competencies in which all but the participation of all but The National Conference to complete the requirements of the transitional period, and we renew our commitment to cooperate with the United Nations Integrated Mission to support the transitional phase in Sudan in accordance with the principles of the Charter of the United Nations and its mandate stipulated in the decision to form it (Security Council Resolution 2524 of 2020 AD) and the matrix of requirements to support the transition that Sudan handed over to the United Nations. We reaffirm the continuation of cooperation with the United Nations Interim Security Force in Abyei (UNISFA).
Mr president :
We affirm that we are looking positively at the many initiatives that work to achieve national reconciliation in Sudan, especially the national initiatives, in which intensive dialogues are taking place, in which various civil forces participate, including political parties, revolutionary youth forces, civil leaders in society, Sufi methods, civil society organizations, and collective agreements. It results in a broad consensus that facilitates the democratic transition process and leads to fair and transparent elections.
Mr president :
In order to achieve national reconciliation, we provided all forms of support to the tripartite mechanism led by UNAMS, the African Union and the Commission
Despite that, the support took and spent valuable time without achieving what was required of it, which complicated the paths of the national consensus dialogues.
Mr president :
Our efforts after the glorious December revolution have also resulted in the signing of the Juba Peace Agreement, which reduced the conflict in Darfur and achieved security and stability in the region, and from here we appeal to the brothers Abdel Aziz Al-Hilu and Abdel Wahed Mohamed Nour to join the path of peace and work with everyone to build the future Sudan.
Mr president :
After achieving peace and community reconciliations, the Darfur region is witnessing an increase in the rates of voluntary return of the displaced to their areas. Within the framework of the protection of civilians in the Darfur region, the first group of joint forces was formed to begin its work in the protection of civilians, and here we appeal to the international community for assistance and assistance in advancing peace efforts under the Juba Peace Agreement.
Mr president :
Despite the well-known national challenges that our country is working to overcome, Sudan has continued to play a positive, constructive and supportive role for peace, stability and development in the region through its effective role in implementing the revitalizing peace agreement in
The sister Republic of South Sudan, as well as cooperation with the brothers in the Republic of Somalia, and Sudan played a role in coordination with the African Union to reach a peace agreement in the sisterly Central African Republic. Sudan also actively participated in the meetings concerned with promoting peace, security and cooperation in the Democratic Republic of the Congo. Development and cooperation between African countries in the Horn of Africa and East Africa through its presidency of the IGAD Summit. Sudan continues to work jointly with the sisterly neighbor Chad to control the borders between the two countries. Sudan is keen on coordination and follow-up between the concerned parties regarding the establishment of security in the sisterly neighbor Libya. The field of combating terrorism, human trafficking, cross-border crime and organized crime. Sudan has been cooperating with all concerned countries and organizations in this regard.
Mr president :
Sudan is making unremitting and continuous efforts to achieve the sustainable development goals due to its deep belief in the goals contained in the final document of the 2030 Agenda for Sustainable Development. In this regard, the transitional government adopted the strategic paper for poverty reduction for the years 2021-2023. These efforts support the brothers, friends and international development partners with Sudan. We reaffirm our serious commitment to implementing the 2030 Action Plan and the Addis Ababa Action Plan for financing for a more resilient and sustainable recovery.
Mr president :
The foreign debt stands as a stumbling block before my country and limits its efforts to continue achieving economic and social development through the implementation of the sustainable development goals. As you know, Sudan had qualified to benefit from the Heavily Indebted Poor Countries (HIPC) initiative. Therefore, we appeal to the international community and brotherly and friendly countries to fulfill their pledges that It adhered to it at the Paris 2020 and Berlin 2021 meetings, noting that Sudan has completed all the legislation required to benefit from debt relief.
Mr president :
The escalation of the crisis of high food and energy prices requires more international cooperation, and in this context, we affirm that Sudan is qualified to achieve food security at the regional and international levels. From this platform, we call on the United Nations and its specialized agencies, regional organizations and friendly and brotherly countries to contribute to supporting Sudan’s efforts to achieve this through Agricultural technology transfer, capacity building and support for agricultural research centers.
Mr president :
Sudan receives millions of refugees from different parts of the continent over decades, opens its doors to them, shares its scarce resources with them and provides protection despite the known economic conditions, and with the exacerbation of the effects of climate change and the alternation between droughts and floods and the lack of humanitarian aid. There is a collective duty to provide assistance that must be done It is led by the relevant United Nations agencies, donor countries, brothers and friends to help and assist the communities hosting these refugees.
Mr president :
The matter that takes priority in Sudan’s interests in the field of disarmament is the issue of the proliferation of small arms and light weapons. Like many countries in the developing world, Sudan suffers from this dangerous phenomenon, as this is often linked to social and economic dimensions, which has increased its spread among some tribes and population groups, which makes the task of disarming and controlling these weapons a very difficult task, and Sudan realizes more than others. The extent of the seriousness of this phenomenon and the necessity of eradicating it through regional and international cooperation.
Mr president :
I would like to stress that Sudan is dealing with the issue of Security Council reform within the framework of the unified African position. Sudan’s position on the informal governmental negotiation process on reform is based on the need to emphasize the importance and centrality of the issue of Security Council reform, and the need for the reform to be comprehensive so that it also addresses the procedures, methods and methods of work of the Security Council in a way that addresses the negative aspects of the Council’s practice and current experience, which emerged in the unilateral formulation and the hegemonic influence The pens are on the countries on the Security Council’s agenda.
Mr president :
In conclusion, I would like to extend my thanks and appreciation to all the brotherly and friendly countries that have been of help and support for our country in the most difficult circumstances, and we call on the United Nations, the international community and friends for more solidarity with our country at this stage.
